Springtown to seek grant funding to improve park

— The town council met July 10 with four of its five members present - Lisa Lawrence, Amanda Richardson, Chuck Guess and Kay Taylor. Also present were Mayor Paul Lemke, treasurer-recorder Janet Cox, city attorney Carla Wasson and city residents Don Glenn, Terri Glenn and Dixie Law.

According to unapproved minutes, the town clerk passed out a copy of the 2012 year-to-date cash-flow report, current through the last day of June, for the GeneralFund, Street Fund and Flint Creek Bridge Project Fund, pointing out that this is the last time a report would be given for the Flint Creek Bridge Project Fund since that bank account has been closed.

Mayor Lemke reported that several loads of gravel were spread on some of the more eroded areas on the unpaved portions of town streets. Several swales have also been dug to redirect runoff when it rains.

Chuck Guess said a large pothole on Springtown Road needed to be repaired, and Mayor Lemke said he wouldfollow up on this. Lemke also said paving of the approaches to the Aubrey Long Road bridge are on the county's schedule yet this summer.

Lemke said that he has been in contact with a firm in Little Rock which can put him in touch with a man in Oklahoma City who specializes in the installation and repair of sirens. Lemke said he would contact this man regarding Springtown’s sirens.

Amanda Richardson said Cassie Elliott advised her that the town council needs to pass a resolution empowering the mayor to submit an application for grant funding for park improvements. The council approved a resolution read aloud by Mayor Lemke, authorizing him to submit an application for grant funding to the Arkansas Department of Parks and Tourism, according to the unapproved minutes.

Lemke said he and the town’s attorney, Carla Wasson, continue to work with ER Assist to come up with a way to resolve the issue and avoid litigation with the Arkansas Department of Emergency Management regarding the return of leftover Federal Emergency Management Agency funds.
