Springtown to seek more grant funding to pay bridge engineer

— The Springtown Council met on April 10, with council members Amanda Richardson, Marvin Riley, Kay Taylor, Chuck Guess, Mayor Paul Lemke, city attorney Carla Wasson and town clerk/recorder Jan Cox present. Council member Lisa Lawrence was absent.

The town clerk passed out a copy of the 2012 year-to-date cash flow report, current through the last day of the previous month, for the General Fund, Street Fund, and Flint Creek Bridge Project Fund to each council member, the mayor and the city attorney.

Mayor Lemke reported that the engineer for the Flint Creek Bridge Project needs another $17,000 to complete the payment for his work on the project. The town had planned to use leftover Federal Emergency Management Agency funds from another project for this payment, but since FEMA has dictated that those funds be returned to them, the money will no longer be available to the town. Lemke said Jay Stallard, the grants administrator, is assisting the town in requesting an additional $17,000 be added to the bridge grant to pay the engineer's fee.

Lemke reported that concrete needs to be poured at the Old Springtown Road Bridge in places where cracks and undermining have appeared. He stated that the repair work mightcost more than $500. The council expressed approval of the project, according to unapproved minutes.

A second reading of Ordinance 2012:02 (closure of alleyway) was held.

Carla Wasson reported that she will contact the Barretts directly regarding the transfer of bridge lands from escrow to the town and the Barretts, since the Barretts have released their attorney.

Regarding the procedure for obtaining drainage easements from town residents for ditch work, Carla Wasson said the first thing which needs to be addressed is getting a description of the lands that would be involved.The next step would be to get permission from the appropriate landowners. Mayor Lemke said this is something the town needed to continueto work toward because rain water runoff needs to be channeled appropriately.

Mayor Lemke is still following up on the setting up of the town's storm sirens for use.

Lemke said he has given Amanda Richardson the paperwork to initiate a grant request for improvements to the town's current park on Springtown Main Street and the undeveloped area to the north of the new Aubrey Long Road bridge. He will assist the Park Committee in getting estimates for the projects that they choose. Improvements discussed included a pavilion, picnic tables, barbecue grills, landscapingand short walking trails. Amanda Richardson said the first coat of paint has been applied to the swing set. A second coat will follow.
