He removed the old mechanical meter, which he holds in his hands, and prepares to install the new device which transfers water consumption information directly to City Hall. This can help recognize almost instantly if a customer has a bad leak in the plumbing. Such information, relayed to the customer, can possibly save him many dollars on a water bill.
