Springtown takes no action on annexation questions

Legality of meeting called into question

SPRINGTOWN -- No action was taken last week on a May motion to add to the June agenda discussion on the petition of several property owners to have their lands annexed into Springtown.

With only two of the five town council members present -- Karee Barrett and Terri Glenn were present; Don Jech, Chuck Guess and Linda Taylor were absent -- no motion was made to reconsider the matter of receiving properties included in the annexation petition. The matter can be added to a future agenda by the council, should a motion be passed to that effect.

With Mayor Preston Barrett voting, the council did approve the May meeting minutes and the town's general and street department finance reports.

Mayor Barrett did tell those present that no more information had been received on the $250,000 grant the town received to pave Old Springtown Road and possibly some other streets.

Barrett commented on a request to hold the town's annual barbecue since no plans had been made for this year and the town has held a barbecue in the park for approximately 20 years, saying there was money in the budget for a barbecue and a planning committee would be welcomed to arrange a barbecue for this year.

Comments from the public indicated that it would take two months to arrange and publicize a barbecue in the park, so the event, if it happens, would likely not occur until August or September.

Question was raised as to whether the meeting was even a legal meeting since only two of the town's council members were present and state code makes no provision for the mayor to be counted to establish a quorum at a regular meeting of an Arkansas town. The Eagle Observer was still awaiting an answer on that question at press time Tuesday.
